Briannon O’Connor, Ph.D., is a nationally recognized healthcare executive and licensed clinical psychologist with over 15 years of experience with health system redesign, including Value-Based Care and statewide 1115 Waiver implementation. From designing innovative care models to leading multimillion-dollar system transformations, she helps organizations align clinical quality, financial outcomes, and strategic growth.

Dr. O’Connor brings deep experience with Value Based contracting and success across Medicaid, Medicare, and integrated care networks. As a psychologist and academic researcher, she prioritizes evidence-based care and data-driven decisions that balance quality and sustainability. She has led enterprise-level strategy and overseen performance in risk-bearing contracts, built scalable analytics infrastructure, and worked with hundreds of organizations from Federally Qualified Health Centers and Behavioral Health Organizations to Community Based Organizations, State agencies, and national funders and payer organizations. Her passion lies in helping mission-driven organizations become performance-ready, patient-centered, and future-focused.
